Why is Ayn Rand set Atlas Shrugged in the U.S.?
The government sounds more like communism than the freedom loving, capitalistic state of the U.S.

Only Rand would be able to give you the precise answer, but she's dead, so I'll give it a crack. First and most simply, she's writing to an American audience, America being the country of her residence and allegiance (but not the country of her birth). It's easier to communicate with an audience that is familiar with the setting.
As to your observation that the government in the book sounding communist, that's intentional. Rand's novels are what is known as polemical, which means that she deliberately exaggerates in order to make a point. In Rand's view, many tendencies of the American government went beyond what she believed a government had a right to do. For Rand, any government that did anything other than maintain the police (to enforce basic law and order), the courts (to iron out disputes and administer basic justice), and a volunteer military (to keep the citizenry safe from invasion) was a government that tended toward collectivism (which includes communism, socialism, or whatever you want to call it) and thus was an immoral government.
In reality, it would be a stretch to call the US government friendly to socialism or communism, but it probably is closer to either of those things than the minimal state Rand advocated.
